I was suspecting rainmeter as well. But if its rainmeter, wouldnt the usage be constant and not random?

Not necessarily. Depends on what the triggers are for updating things. Updates could be on a timer, or they could be set to something super stupid like a global mouse click, or when the time hits a certain period, if the person is a real douche. I wouldn't know without having the exact skin you have, and then tearing through the code to see how they made it.

Maybe later. It could take a lot of time to be honest. Really, like I said, unless it's slowing you significantly, I wouldn't worry.
