Which Water Cooler for around 40 USD

So right now I am looking at the Cooler Master Seidon 120v and the Corsair H55, what cooler would you reccomend

to be honest, neither. you buy the $50 cooler, buy extra fans 'cuz the ones included are

a. noisey or

b. not making a thermal improvement and now you have spent what a mid-high ended

air cooler can do straight from the box.
