Is there any easy way to know all the CPUs compatible with x matherboard and ram or vise-versa. For example, for me personally i would like to know if:

Gigabyte GA-Z97-HD3 ATX LGA1150 Motherboard  is compatible with

Intel Core i7-4790K 4.0GHz Quad-Core Processor

Thanks in advance for any help.

If you go to PCPartPicker.com you can enter all your parts and it will tell you whats compatible and what isn't and any other issues you may have when building the system you inputed. It also finds the cheapest places to buy the parts you pick :)

Ya, it has a built in compatibility filter so if you pick a 4690K for example when you go to pick a motherboard it will only list the compatible motherboards, same for RAM, PSU's etc. :)

Does PCPartPicker consider the possible issues while overclocking ?

No, as far as I know PCPartPicker doesn't take overclocking into account but a quick google search can solve anything like that :P
