I recently found these fans and am wondering if they're actually as good as Noiseblocker ones...?

Yes, as far as i know, they are produced by Noiseblocker. It's a coop between Phobya & Noiseblocker.

I'm not entirely sure how non-PWM eLoops react to speed regulations. Generally yes, i don't see why not.

 

But you should get a second opinion on that matter.

It depends if you have a PWM controller (usually 4-pin) or a voltage controller (usually 3-pin). Plugging a non-PWM fan onto a PWM fan controller can cause issues with some fans. But I think we are talking really cheap fans, so you should be good. I have tried the eLoops myself, but then went with the Noiseblocker Multiframe-Series for the extra silence.

Got both Multiframe and eLoop in my system :D Love them both for their respective targets.
