i followed the video wherein Linus overclocked the g3258...

but i just got 4.4GHz @ 1.365v on my g3258 (still stress testing and stability testing it)

and what is the most safe voltage i could set?

That voltage is really high as it is. I personally wouldn't go past 1.35V for daily use.
