I can only find one official thread for solving the issue.

Try that.

I haven't played the game in a while, so as far as I am concerned the game is telling you that your CRT monitor isn't turned on.

 

Personally I would try running the application as admin, it usually does wonders 

ok i found a solution and a very wierd one.apparently if your razer apps are opened it dosen't work lol so yeah i just closed synapse and ingameengine and it worked even on steam (i didn't go to directory to make it work)

Hello!

 

So i found planetside 2 and my friend and i wanted to play it, i booted it first time and it worked, didn't finish the tutorial at the start because the school was starting and when i came back booted it again and got the error below and i tried rebooting and uninstalling microsoft visual c++ (all 10 of them lol) and installed it again but just 2013 x64 and x86 ones and i still doesnt work :C,

Case Bitfenix Ghost, Mobo Asus Maximus VIII Ranger, CPU i7 6700K @4.2 Ghz cooled by Arctic cooling Freezer i30, (barely). GPU Nvidia GTX 970 Gigabyte G1 @1519Mhz core, RAM 16Gb Crucial Ballistix CL16 @2400Mhz. SSD 128GB Sandisk Ultra Plus as my OS drive. HDD's  1TB  Seagate ST31000524AS its OEM, 3TB Seagate Barracuda, 2x 500GB WDC Blue (RAID 0)

If it isn't working absolutely perfectly, according to all your assumptions, it is broken.
