That are all the possible values the multipier can become. If your pc is idling it will go down to 7 for power savings and if you are in a game or something it will go up to 19 for better performance.

i know it can go up to 4..6ghz but that's the best i can get it too and not a clue what to do

 

That all depends on three factors.

 

1. Your cooling.

2. Your motherboard.

3. Knowing what you are doing..

 

I would take a look at some tutorials or search for 4100 overclock on Youtube and spend some time to learn how to do it.
