CAS on Ram

I am new to PC builds and stuff and I was wondering what CAS is according to what is available to purchase there is 9-11 CAS, and I don't know which one is better.

 

if the CAS is lower or if the CAS is higher

Lower CAS is better, but are normally lower speed or higher voltage.
