Problems installing ICEnhancer mod GTA IV

Hi, I have a problem installing ICEenhancer 3.0 for my patch 1.0.4.0 version of GTA IV.

 

I am doing everything as all the guides and the game doesn't launch. I run the game, it shows on cursor that it loads for a moment but then nothing, even no processes open at the task manager. I have tried installing the game multiple times, still nothing.

 

What could be causing this? I cannot find any useful info online. 

 

Oh and I am installing GTA from the original disc I have, patched to 1.0.4.0. The game runs fine before I install the mod, but the graphics are shit
