Watercooling is not necessary for a good overclock, but it can perform better than a high end air cooler. You definitely want something better than the standard cooler though. Voltage is basically limited by the temperatures you're getting and what you feel comfortable with. I personally don't like going >1.25V for daily use, some people have no problem going to 1.3V and beyond. Just make sure to check your temps and be aware that it may or may not have an impact on the lifespan of your CPU.
