Your thermal paste could be worn out? the cooler may not be mounted correctly? your CPU coolers fans may not be running at a high rpm

I installed everything about a month ago, its properly mounted and idk why they would change rpm??

 

Are you sure it was idle? Not antivirus or updater doing something in background?
