japanese 3ds

I wanted to get the new 3ds that was coming out but i live in usa and it is only coming out in japan right now.  if i get one from japan, can i change the language to english and then can i just download all of the games from the store.  And if i get lets say the new super smash bros for the japanese 3ds in the estore, can i play with people who have an NA 3ds???

I can help with programming and hardware.

I don't see why they wouldn't put an english language pack on there, as for the games, they might not have it since it's a direct download
