F@H Not utilizing CPU

Been a while since I've done F@H, so I may be forgetting something. But I have it set to "full" and on idle is off. 

So why does the F@H client use only around half of my CPU? 

It's worth noting that I have upgrade from 7 to 8.1 on this PC since I've last folded. 

My CPU is not even running at higher than 1.75GHz. My power settings are all fine. 

 

EDIT-

Seems it wont go higher than 1.7 GHz for some reason for ANYTHING. This is not a F@H problem. Sigh. Restarting PC solved it. Not the first time this has happened.

Is the number of cpus in the slot config setting set to -1?

It was a windows problem, nothing would use it and restarting the machine fixed it.
