Help with internet problem

Today i restarted my router and modem, and when i use hte internet on my pc everything is fine but when i go to youtube i could only watch like 240p and it still buffers even though i have 60 down and 4 up. idk know whats wrong pls help!

What's supposed to be your actual speed? Are you on fiber, DSL? Is your ISP throttling you maybe?

that is my actual speed, i have charter, i have multiple tabs open and no lag at all its only youtube on my pc. i tried youtube on my phone and its fine

Well.. Some people try downloading CCleaner and deleting all of the temporary files that the programs make themselves to function, and no longer need them.
