Bottlenecking?

So my friend just had a pc built for him and he tried to stay on a budget pairing a 16 6400k with a gtx 760 and hes getting like 20fps in wow. Would you say its the processor? I don't use amd Procs so im not familiar with how bad they will bottleneck.

I don't think that's the CPU fault. It may be GPU drivers or WOW files issue. He used his old HDD with old OS installed only changing the drivers? Or did he install brand new OS with all the latest drivers?

Everything is new. Im gonna head over there tomorrow and see if i can figure out but wanted to check because id pick up the a8 or a10 and bring it if it was the cpu.
