Should I enable QoS on my 12Mbps connection and what mode should I pick? I will post a pic of everything it offers....

Its my parents, they know I do it and honestly its none of your business to ask that question. Its assy' if I may say so and my parents would probably like the netflix stream to get priority compared to me browsing the web.

If it's not enabled then who pays for it has no impact on whether or not it should be enabled. It's only when people who have QoS enabled ask how they can disable it so Netflix doesn't slow their torrents that we should rant about who pays for it. But if you're on a crap connection? You should enable it.

 

Also I've had a line fault and have been sitting on between 0.5Mbps and 3Mbps all week. Didn't have QoS enabled. Enabled it. All of a sudden things are slightly more bearable... slightly... it does make an impact.

those options doesn't make any sense. You'll have to read the router's manual.
