OS on external HDD/SSD?

Can I install windows on an external hard drive and then plug it in to a mac and boot it in windows?

This would resolve a lot of issues for my friends on my school since you need to have windows on your PC.

Don't schools already have computers that have os? It would be strange for a school to have computer that has no os and just boots into the bios.

No, we have to have our own laptops. And a lot of friends have a mac and don't really want to install windows on it.
