Steam will not open

Hey guys,

So I've just put in my gpu after my psu blew up and I got new one.

I've renamed blob, deleted all but Steam.exe and SteamApps and completely re-installed it.

When I try to open it says it's updating for about a second, then connecting to my account, the updating steam information then nothing happens, no windows no tool bar icon.

I'm stuck with this and I hope it's got nothing to do with my GPU.

I hoped that If I deleted everything but the exe and games when it download all the missing files it would solve the problem

run steam in compatibility mode.

trunning as admin might also work

that's what i did and then it just worked after a while.  My steam did the same thing, i would run it and nothing...delete all the files and re install it...nothing.
