help with home server

I am thinking of building a home pc but im not sure what components i should get. I've been looking at the E3s but some of the E5s seem like a good option. Any recommendations? I'm think at spending maybe $1500 USD but i can spend more.

what do you plan to run on it security cams, videogames, homeserver
