I posted a topic like this a week ago as far as I remember but I didn't get the problem solved so I wish someone could help me with it this time :D

**Open both images in new tab ( full size ) at look at the difference in the image quality ( It appears the most around the translation )

I tried :

-Re-install chrome

-Re-install adobe flash player

P.S. Google chrome was fine but this suddenly happened

One of the reasons i download my anime in MKV, or MP4.

Shot through the heart and you're to blame, 30fps and i'll pirate your game - Bon Jovi

Take me down to the console city where the games are blurry and the frames are thirty - Guns N' Roses

Arguing with religious people is like explaining to your mother that online games can't be paused...

I barely notice any difference... But you could try reinstalling chrome again, but make sure you delete all chrome files. Go through your program files and search your C:\ to delete any remnants.

I actually couldn't underclock my 5 year old GPU to make it as slow as a next-gen console.

I've had this issue too for quite awhile and aside from using Firefox or VLC nothing has fixed it. It starts off fine then generally right on cue at ~10 seconds the video flashes and then it's all over-sharpened like this, and it happens on almost every flash video too. I'd submit a bug report but quite truthfully I'm not sure how to adequately articulate the issue.
