Games Not Launching

Hello! I was wondering if anyone could help me resolve this problem. So for a long time now (about a year) I've been having issues with games not launching, and sometimes taking over 30mins just to get to the title screen. This isn't for all games but many of them, games like Garry's Mod, League of Legends, CS:S takes over 30mins just to get to the title screen. I was wondering what the issue was, and why its taking so long to load. Other games like Portal 2, ORION:Prelude, Tera, don't even load at all, some games might completely freeze at the logo/loading animation and some don't even have a window. In both types of issues the process is running on task manager but also when i try to stop it, it takes about 10 mins just for the game process to be "ended". This is issue is really bugging me now since some games I buy don't even launch anymore. (some do) 

 

My gpu drivers are all up to date, All windows updates have been installed. (Windows 7 64Bit)

I've also tried many other things like disabling firewall, anti virus, steam launch options, removing my second monitor, etc...

 

Any help would be useful :lol: , also I may think that this problem might be from windows so its tempting to completely re-install windows as a last resort. Specs are listed below
