Hi,I think I can help you out here sir.

I think an AMD Build for your Budget would be the best. The FX 6300 is much better than the Athlon X4 860K.

CPU- AMD 3.5 AM3+ FX 6-Core Edition FX-6300 (FD6300WMHKBOX) Processor
Motherboard -  ASUS M5A99FX PRO R2.0 AM3+ AMD 990FX SATA 6Gb/s USB 3.0 ATX AMD Motherboard with UEFI BIOS. (Overclocking Motherboard)

RAM - Kingston HyperX DDR3 8 GB (1 x 8 GB) PC RAM (KHX1600C10D3B1/8G)
GPU - Sapphire AMD/ATI Radeon R7 260X 2 GB DDR5 Graphics Card
SSD - Samsung SSD 840 EVO (Try to get a Used SSD 830 too)

PSU - Corsair SMPS CX500 500 Watts PSU
Case - Cooler Master K380 Mid Tower Cabinet

CPU Cooler - Cooler Master Hyper 212X Air Cooling

OS - Windows 7 Ultimate x64 Serice Pack-1

Please make sure you Overclock your CPU upto 4.5 Ghz on the Hyper 212X.If you did,You are going to see a noticeable perfomance boost and also you are defenitly going to beat the Intel i5 4690 and The Intel i5 2500K.Thank you

i5 2500K - Kicking the butt of AMD,But I like AMD more than Intel !!

The wireless adapter is necessary but the optical drive isn't important.

if its over budget u can put r9 280  ,if u remove that windows 8.1 u might fit in gtx 970

but don't put ssd if it means to put in lower gpu

ssd will just lower load speed but cheap gpu lowers frame rates
