So currently I have this cooler: http://www.amazon.co.uk/Titan-4260120536858-Universal-CPU-Cooler/dp/B004KC5IOM

 

It says that it is 22dBA, apparently from looking around online it's quiet, but it's not quiet enough(for me), I was thinking that a larger cooler would be quieter. I was just looking for some suggestions.

Just replace the fans to quiet optimized fans

It's a 9cm fan though so I don't know what to replace it with.

If you get a new cooler, I recommend the Raijintek Themis for best bang-per-buck option.

What CPU socket?

Let me be honest. The Thermalright 120 is the original cooler that the 212+ XigmaTek Gaia 1283 and the Tuniq 120 are all based on among many others. I still have the Thermalright 120 and a Tuniq 120 somewhere. My opinion has been for years to get a 120mm cooler and a high powered fan that will increase your cooling capability. Those are as good as most low end liquid cooling solutions. It's just my opinion but the Intel i5's and i7's seem to have a max overclock that water cooling can do that is basically the same as what the best air coolers can do. It's as if the processors are locked less on temperature and more on invisible forces that will not let them hit 5ghz in the K series. The phase change stuff is too exotic for my level of computer know how.
