Graphics card upgrade?

Hey guys I've got an old Radeon XFX HD 6950 2GB GPU and I was thinking of upgrading to a GTX 770 or 780 possibly? My MAX pricepoint is 400 as I want to get a waterblock, and that's pretty much the whole reason im upgrading.

Is it worth it?

Any better cards under $400??
