Does MSI lock down voltages on 7870?

Here's a cheap 7870 that I want to get. Tried googling but found nothing. Does MSI lock down voltages? There's usually a cap, but i dont think they lock down the voltages.
All i know it my Gigabyte 670 is locked down like a bitch, thing wont overclock lol

From what I know this card is not locked but I not 100% sure. Wait for one of the GPU gods to respond :D

In case anyone else was wondering, yeah, it does allow overvoltage. Thanks everyone for the help anyways :D
