There are too much complication to develop in none Mac OS X environment.  Especially, when you want to deploy your binary to an iPhone for testing and debugging.  As apple requires some crazy kind of authentication between your Mac and the device.

Right now it is possible, to build a Hackintosh that is running Mac OS X on a regular PC natively.  You can google it.  Basically, if you have a recent PC computer that you assembled yourself, you have a very high chance to be able to do it.
