Video performance slow on Windows 8

I have just done a clean install of Windows 8.1 Pro x64, All seems good but the 2D and 3D graphics performance seems really off and is jerky and slow.  I have all the latest drivers installed and can't really think of what it can be unless it is a known driver issue.

 

Everything was good on Windows 7 x64.

 

System Specs:

 

AMD FX 9370

Gigiabyte 990FXA-UD3

16GB Kingston Tac Tracer 1600Mhz

EVGA Nvidia Geforce 780 Classified

EVGA Supernova G2 1000W
