Ios, Icloud lock

Generally the iCloud lock is in place because the device was stolen and reset (but not always). As far as I know, there is no legitimate way to circumvent it.

my friend payed some service to have his iphone unlocked. he bought it off ebay. and they sent it back fully unlocked with no Icloud account linked to it. but i dont want to pay some service.

It should be as simple as inserting the device's original owner's Apple ID and password. There shouldn't be a reason to need it. If you purchased the device from someone else, ask them for the proper information. If they do not have it or "forgot it", then take affirmative action.
