I am building a system with the Gigabyte GA-F2A88XN-WIFI and AMD A10-7850 in a Bitfenix Prodigy. When powered on it only shows the gigabyte logo, but no bios, there is a prompt to put in boot media or something like that. Someone told me that I need an older chip to get on and update the bios then I can use the 7850, do I really have to do that?

You need to flash your bios first to the newest version to support that chip. New bios can be found here. You need to put that on a bootable usb and boot to that first, let it run then remove the flash drive once complete and you should be able to boot just fine then.

Can I do that without an operating system on the PC?
