this is purely out of curiosity. i don't plan on buying another gpu for at least a month or two. i've been told that if i get another gtx 780 with an acx cooler, they will overheat and throttle. is this true?

Well, usually the  Bottom card will get all of the fresh air, and blow all of it's hot air onto the top card, that said, it doesn't mean it will throttle necessarily. Just make sure you have good ventilation. I've heard good things about ACX, so I wouldn't worry about overheating nor throttling. The top card may be hotter, but probably not enough to overheat.

it might if you have not enough case ventilation

ACX coolers are better for single-card configs, as they recirculate air rather than exhausting it out of the back, which would increase the temps of both cards, especially the top card.

Depends. Generally two non-reference coolers in SLI will result in an infinite loop of hot air produced by one card being sucked into the other. However if you have a side panel fan or good general case airflow then this effect can be reduced

so should my second 780 be a reference cooler to blow heat out of the case?

That will be better then a second ACX, however it will act as an exhaust fan for the hot air blown out by the first ACX, so expect higher temps and more noise on the reference 780

I have 2 acx cards in sli and the top card runs at 82 degrees and the bottom card runs at 73. So it's noticeably warmer for the top card. Both cards are able to boost quite a bit, so throttling is not an issue.
