The issue im having is that whenever I turn my computer on, powers on for a split second, off, then back on and continues as normal. I'm pretty sure it has to do with my overclock, as it only happens when i run the CPU at anything over stock freq/volts. Thus far it hasn't affected system stability in anyways what so ever, I've had 6-10 hour game sessions and its not acted funny once. Just more of a annoyance then anything and I dont like when things happen that i can explain on my machine.

I am whatever I am.

Umm, you take a look in the case an see if the 24 pin is fully inserted into the slot. This happened to me once where the disconnectable 4 pin bit of the 24 pin wasn't pushed in all the way so it would turn on because there was power from 20 connected pins, but then it would power off a second or two later.

Its PSU selftest. Normal with Corsairs stuff. It does that normally only in cold boot and after change in cpu voltages. If it does that always on boot, its issue with mobo too. Or not really issue as its completely normal, but reason is also in mobo.
