I was playing fifa world open beta on my pc then I smelt a burrning smell and then my pc shutdown. I left it for about and hour to see if it would cool down, but still, the led on the mother board is still on

LED on the motherboard means that the system is receiving power from the PSU. Even if the computer is off, it still receives power if it's plugged in. that's normal.  IF there is a burning smell, open up your PC and try to find the origin of the smell or look for any scorch marks. I'd recommend leaving it off until you figure out the cause. Components burning up and failing can damage other components too.

try to turn on the computer, and see if you can find out where the smell is coming from. replace whatever is burning and try not to let the magic smoke out

It does not start up the power cable is still in the psu and a green led is on the mother board

Here's what you do. Unplug everything from the motherboard except the CPU, the RAM, and you fans. If you can get it to post you know its either a hard drive, or one of your pci devices. If it doesn't post it's either the PSU is giving bad power the motherboard shorted out, the CPU died, or one or more of your ram sticks are shot. Also make sure all the cables are seated properly.
