If it is, i was wondering what CPU, and motherboard are compatible with DDR4?

I was also wondering what would be better, 16gb of DDR3 1600mhz, or  8gb of ddr4?

Yes. 

X99 platform. 

I7-5960x, i7 5930k, i7 5820k 

 

Theres currently no benefit to DDR4 for consumers--unless of course you need more than 64gb of ram. 

 

DDR5 doesn't exist. 

DDR5 =/= GDDR5, they're entirely different.

currently only X99 platform supports DDR4.

since there is no "ddr5" i assume u mean GDDR5 and it is only on graphics cards and its better(for graphics cards)

DDR4 is no better than DDR3. 

 

The advantages of DDR4 is that they can run faster (although most current modules run at the same speeds as DDR3, and often slower). And that DDR4 can have higher densities. Both of which are irrelevant to you seeing as you're asking about 16 vs 8gb. Both of which can be done on DDR3. 

 

So, 16gb of DDR3 > 8gb DDR4 in every way. Now...do you actually need 16gb of ram? If you're just gaming, then 8gb is enough. If you're editing then get 16.  

 

If you're doing extreme editing then an X99 will be beneficial as 6 cores is really helpful. In which case DDR4 is required as DDR3 isn't compatible. But for anything other than extreme editing, a Z97 board with a 4790k is more than enough.
