UEFI Boot Complications

So ive installed windows 8.1 on a usb 3.0 and i connect it to the pc, go to the BIOS and choose to boot from my Lexar USB drive...but once i click on my usb's name it just goes to command screen saying "Reboot and select proper boot device or insert boot media in selected boot device and press a key" Ive restarted it many times but it still happens... what do i do?
