The R9 280 is a perfectly fine card, should play either at Ultra 1080p. The 770 will offer better performance, but it depends on how big the price gap is.

yes go wight r9 280 and play ultra 1080p games wight 50fps avrage-min fps  and if you are coonsiderigng 770 you caod also consider in that price range 280x and 290 if u have buged but i waod gone wight 280 o r280x if you woad spent tiny bit more money but what ever you go wight you arent gona make a mistake (sory fore spelling and gramar )

Im looking for graphics card for my new computer. Is r9 280 good if im gonna play games like Black Ops 2 and BF3? Or is gtx 770 better?

 

the 280 is a very good card for what you need (assuming you want 1080p 60fps and not more). If you want something more (that you don't really need imo) get a 280x instead. The 770 isn't worth it compared to the 280x with the current pricing, also the 3gb of vram are nice to have in case in the future you want a higher resolution or you play more intensive games.

Here in finland in the finnish pc-store jimms, r9 280 is much cheaper than gtx 770

Out of those 3, the Asus one.

 

If possible, get an R9 280 non-X.  Doesn't make sense to pay a lot of money for factory overclock when its easy to do yourself. 

 

Also, and someone please shed light on this.  The Asus R9 290 has a bad issue with cooling because they transplanted the cooler from the 780 and it doesn't work as well as it should.  I am not sure if the Asus R9 280 suffers the same problem.  I don't think it does because we would have heard about it by now, but if someone could shed light it would be appreciated.

I did some searching on that website, I think your best option is the Gigabyte R9 280 for 198E.  Unless you can confirm that the Asus R9 280 for 188E doesn't have a cooler problem.

Yes, but only if you need it. If you only need 1080p 60fps, the 280 is fine. For 1440p, surround 1080p or 120fps 1080p definitely get a 280x or a 290.
