If i have a motherboard with PCIe 3.0 16x and PCIe 2.0 16x, can i run graphics cards in SLI?

yes. You'll just have to dumb down that 3.0 to 2.0

The Asus motherboard in your sig will not support SLI.

Even if the PCIE lanes should support SLI, it needs to be a licensed SLI motherboard.

Even if the PCIE lanes should support SLI, it needs to be a licensed SLI motherboard.

not all motherboards support SLI. regardless of having the proper PCIE lanes
