GPU crossfire or SLI/CPU bottlenecking

At this time, which is the best processor and best overclocked frequency to prevent at "10000% " a cpu bottleneck with 2 7970 Ghz edition in crossfire (or gtx 780), which processor could keep this two gpus working at 99 % usage with a demanding game like crysis 2,3 metro 2033,last night, FC3 or BF3, sleeping dogs etc.. I`ve read that even high end cpus become bottlenecked at stock, is this true?

Red1776 from overclock.net use 4x 7970s with his overclocked FX-8350. Marginal bottleneck but not really noticeable.
