If you stretch the budget by a small amount you can get the R9 270X from asus or MSI and those wreck the 750 Ti or you can get the R9 270 and OC it to the R9 270X's speeds.

No just no. Why do people keep recommending that card.

cause that card is beast on his class (150-200)

and that GPU Not making loud noise

Get the 270. You can overclock it to the same performance as the 270x.

R9 270 or R9 270X, honestly you don't even need to overclock R9 270 after buying it(maybe in the future).

Because what I have looked the performance isn't so different + you save couple bucks.(may depend on the location where you live)

 

GTX 750Ti for cooling, power consumption and low-noise.

R9 270/X for raw power and for more demanding graphics.

270x is $200 and comes with two games, is not loud and is much faster than the 750ti which is a low end card that costs only $50 less than beast 270x which is a card much better than 750ti. OP indicated his budget is $200 ... "or a bit more" so why recommend him a lesser card ?

eBay....i bought 2 HD 7970 for $150 each......Just be careful when your looking as many of the cards are / were used for scrypt mining......be active and ASK the seller what the card was used for and chekc their feedback, you can usually find hints about their buying and selling history if they were miners or not (if they are selling 10 of the same card then they were most definetley mining with them.)   Im running a 7970 crossfire setup that didnt cost me more than $320  and im more than glad i did because there isnt a game out that i cant max every setting with them.   Even one 7970 is going to outperform every card suggested so far in this post by a long shot.   HD 7970 has equal performance to the GTX 770 and beats the GTX 680 all around.
