I am going to build a computer for my brother for gaming and light video editing and screen recording.

His budget is very small, so he can only afford a $160 CPU. 

Should he get a fx-8350, an i5-3470S, or a nice Intel dual core CPU. Which should he get?

I know dual core CPU's are better for gaming, but would they be OK if he recorded his screen in the background?

Dual core CPUs are not better for gaming, no. And if you have other programs running while gaming a dual core will choke pretty hard. In that price range the FX 8350 is your best bet, you can buy a good cooler and overclock it later as well.

Dual core CPUs are better for many games, yes.

If ALL he's doing is playing games and recording and those are the ONLY things he's doing at the time, then Pentium Anniversary. If he does ANYTHING else at the same time (i.e record audio, play music, run google chrome, etc.), then go with a quad core or octo core processor. The FX chips are okay for the money, but if he's serious about this, then tell him to wait until he has the money for a PROPER i5. None of that 3xxxS or 4xxxS crap. Get a 3570 or 4690 and decide if you want overclocking or not. If you do, get the K versions of the parts.

No, they're not inherently better for any game out there. If you have a dual core haswell CPU at 3GHz and a quad core haswell CPU at 3GHz the quadcore will perform better, obviously. Dual core does not have any advantage over more cores.

it is, however, more efficient at single and dual threaded tasks, as it won't have as many wasted cores. You are totally right though.

Pick a side; you mentioned fx8350 before, now you want to use quadcore haswell for comparison?

It is a $60-70 cpu with great performance AND great upgrade path.  Unlike fx series which is pretty much dead.

Intel can upgrade to quadcore cpu for better multicore performance; AMD can't upgrade to anything for much better singlecore performance.

 

Intel also has QuickSync to help with videos; so it's not really disadvantaged even while recording/streaming.
