Will the benefit from having a i7 and CF GPU's be that great? Sorry, changed the budget to $2000 Max, lower if possible. The build isn't for me. My friend will be running it on max settings with a bunch of mods.

Yes, it will, he can mod whatever he wants, if it still a bit underpower (nearly impossible to happen with crossfire 290s) then he can OC it
