So is it a fluke with task manager?

Yeah, your cpu isn't actually running at 5ghz. CPUZ is displaying the correct numbers. 

Windows is Reporting 5GHZ but i set the multiplier to 45x100mhz 

Is this correct? I already rebooted.

Temps are OK and everything is stable so far.

Do you have speedstep and other weird power saving/boosting BIOS settings on? Try to do what you know how to do manually.

Don't rely on task manager; get CPUZ.
