Is it possible for the OS to mess up during install? Because ever since I reinstalled windows, my pc is kinda slow. It downloadeds things slow, plays games slow etc etc
I have 4790k, 8gb Ram, Asus z97 AR, 1 tb hdd western digital.
The DVD rom drive I have also has problems reading discs most of the time so I feel it may have messed up.

What is defrag?

If that means I completely wiped my hdd and reinstalled from scratch then yes

i did it in my laptop and boosted my performance

but i suggest getting piriform defraggler because the windows one isn't that good

Its possible that OS get messed at some point of install but it would mean shutdown during it. Not restart, but shutdown and you wouldn't be able to boot. More common is that windows isntalls updates in wrong order and it get messed that way.

just search defrag in the start menue

If the drive has been formatted, it is nigh impossible (there's a small chance, but it's super, super small), that data on it could be fragmented already. The only thing fragmenting would not be able to fix is a dead sector, or other hardware issue.
