I just got my Sapphire R9 280X with a  TriX cooler. After reading some reviews, is windforce better in temps and noise level than a Dual X cooler (again Sapphire) or TriX?

the windforce is just downright a noisy card

Budget? Uses? Currency? Location? Operating System? Peripherals? Monitor? Use PCPartPicker wherever possible.

The Tri-X imo is a lot better than the Winforce 3X cooler. It looks better, is quieter and keeps the chip cooler. The Dual-X is the lowest tier version of Sapphires coolers, so it'd make sense for Gigabyte's only cooler to beat it out. And then you get tot he Vapor-X and Toxic coolers which in most cases are the highest tier cooler design for a particular GPU from Sapphire.

TRI-X!

 

Although it is a different TRI-X than the TRI-X on the 290 and some people say it is "noisier". I think it has different fan sizes, while the 290 has a different design with all fans the same size. Couldn't find the source anymore unfortunately.

The PCS+ is actually REALLY good, a lot of people ignore it just because it isn't made by Gigabyte, MSI, Asus or Sapphire. 

But you cannot beat the Lightning, and the Vapor-X comes in second place (this is for the 290X).

Well, the price of the Lightning for the 290 would reach up into the 290X price, so you'd have the decision of either getting a Tri-X/Gaming 4G 290X or a less powerful 290 Lightning.
