Upgrading an old PC?

I want to build my parents a new PC because theirs is really old but I didn't want to spend too much money. I thought about upgrading parts if I can and if not reusing the same case, even though it would only save a tiny bit because the case I was going to use isn't that much. I don't know what's inside it and the PC itself is about 8+ years old so I don't think I can reuse any of the hardware except maybe the optical drive but I wanted other peoples opinion. I can try to get a picture of the inside parts. I haven't been able to do it because people are home during the day and my sister stays up late so I don't want her to know. It's supposed to be a surprise. Any help would be great.

that's kinda similar to what I was going to build. I didn't add a CPU cooler because they don't really game much. My dad does sometimes but nothing intense. I looked at their case and it looks like it has very bad ventilation. I didn't see a front fan without taking the panel off and it's extremely ugly. I kinda forgot what it looked like haha.
