Is this memory throttling normal?

Well if those drops occur when you go out of a game/idle then it's completely normal. This is a power saving feature, as soon as you go idle/don't need to graphics card that much it will downclock.

which games exactly?

 

did you try Unigine and see if it does the same thing?

 

I see your spec is GTX780 SLi

he also see his memory clock on the first GPU at 800MHz DDR while the 2nd GPU is normal at 3500MHz DDR

just to make sure 

 

do a swap of the GPU position

 

they have to be in PCIEX16_1 and PCIEX16_2 slots.

 

 

or remove the 2nd GPU and run the test again

They are both in the PCIEX16 slots, That I am sure.

 

They are In a custom water cooling loop. So swapping and removing would be extremely difficult, because I am at college.

Installed yes, in use no.

Looks ok, but it isn't memory throttling, the GPU isn't being used... What were you doing in the first pic?

While Checking to remove it I remembered i removed it a few months ago because it was causing problems

yea remove the extra features which came with geforce

use the above program to remove the current drivers

 

and then download and install the drivers only from geforce.com 

 

 

also test with Unigine and see if there is any difference
