Well today ive noticed ,what i consider a really big problem, that im playing a game no matter what game it is and just randomly my gpu core clock and gpu usage drops to 0 complete 0 and stays there for a few moments. Also when that happens the sound goes ape shit and starts with a clicking sound s:

Also when im just watchign youtube, or a stream or just in the desktop the gpu usage is boucing to 0-100 or 0-75-100% s: (ill attack a screenshot of this situation )
anyone has any idea what is the problem? s:

I would try reinstalling graphics drivers first. This could be a software issue or a hardware issue, but before we jump to hardware it's best to rule out the software part first. If reinstalling drivers doesn't work I'd try the card in a different PC to see if the problem also occurs. If it works fine in someone else's PC but not yours, then it might be worth reinstalling Windows

Try using a live Linux distro and see if it does the same. If not, then it's just your Windows install. Otherwise, could be the mobo or like the above post said, the GPU drivers (or GPU itself).

my gpu died 2 times and it never showed any signs of it dying its probably driver or windows 

Specs: AMD FX 6300 @ 4ghz, Asus R9 270 OC, 8gb Corsair xms3, Cooler Master GX 550w PSU, WD 500 blue, Gigabyte  GA-970A-DS3

One more thing, i tried to reinstall windows a few weeks back, i asked my cousin for his windows that he has on a USb drive and my pc didnt recognize the USB  Drive no matter which usb port i placed it in

 

You have to specify the USB drive as the first bootable device in BIOS. Otherwise your PC won't pay any attention to it and boot from the usual drive.
