You can use ShadowPlay/GameDVR and the requirements would be to have a CPU that can actually play the game

GT cards dont have shadowplay available, only GTX's

I would get a GTX 750 at least then

 

Anyways a Sandy/Ivy/Haswell i3 or Athlon X4-750K would be minimum for that.

You would be able to get away with an i3. But I would recommend at least a 2MB/s upload speed (seems to work decent for me).

The noticeable performance over a harddrive versus and ssd would be minimal in my experience

I don't think so, when streaming only the ram gets used (unless you need more than what you have and start using paging files, in that case an ssd will make a difference). 480p shouldn't be an issue though.

i will keep the bitrates low, I just installed OBS and watch a Tutorial on how it works and how to set it up, I will play with the encoding settings later on
