Depends on how much you're looking to spend. If you can spend a lot then get a new graphics card. However if you can't afford a 760 or R9 280, then get another 660

660 will net you roughly 180-200USD. Is it worth it?

to run GTAv smoothly @ 1920x1200 with your setup @ decent settings, I predict (flame me if I end up being wrong) that you will need a GPU with a lot of memory bandwidth. r9 280, r9 290, gtx 780 etc...

I don't want to sound like an ass (in this case), but two 660's might end up stuttering the **** out of your gameplay.

or, I could be completely wrong and it will work great... although I have my doubts.

wait this out for another half a year than get a 780, 780 ti or mid level 8xx series

660 sli will be held back by bus bandwith , gpu power, core count etc in gaming and sli won't really open it up as much as you think,

my best friend's running 660ti sli's right now and it was nearly as fast as my single 780... nearly.
