Is anyone able to help me out because I am very confused.

When using an anti static wrist strap, do you connect it to a screw which is holding the PSU in place while it is plugged into the wall but switched off? I have looked and places say not to connect to a painted surface but the PSU screws for the one I will be using look painted, WHAT TO DO?

A metal surface that is grounded.  That could be the PSU if it is plugged in to the wall, anything metal touching the PSU, a house radiator, I'm sure there are other things as well.
