CPU bottleneck?

I want to have 140 fps in dota2. I did upgrade my 4 year old computer with a gtx 780. But Im stuck at 95-105 fps. GPU load under 50%, gpu mem load at 30% all the time. Tried difrent Resolutions did no diffrence. Did run gpu on full load to see if it did diffrence, it didnt. So is the cpu the bottleneck?

CPU: AMD Phenom II X4 965 Processor 3.70 Ghz

Ram: 12 GB 1333 mhz

MOBO: Asus M4N98TD EVO

GPU: Gtx 780 1054 Mhz

Yes. The CPU is definitely a bottleneck. Get a 4790K or 9590 if u can.
